In the original story, the only time anyone had threatened students with their relatives was when they dug up the heroine's father, the president of Jior. That was entirely because he was too conspicuous a target. But aside from that president, when had anyone else ever used the students' families to threaten them? Never. In the end, it was simply because the Dolcia Military State had no way of finding those students' family records.
Otherwise, if the Dolcia Military State had rounded up all of the students' relatives, the entire module would have surrendered without a fight. There would have been no later story at all. The students' supposed threat to both the Dolcia Military State and ARUS in the original story was practically a joke. If the Dolcia Military State had truly felt threatened, it would not have kept attacking the students without pause.
