He spent several days touring the entire capital satellite, installing surveillance alarms in all sorts of places ordinary people would never think of, much less visit—such as the layers within the satellite's outer hull, places that under normal circumstances almost no one would ever enter.
As time passed, certain people were gradually added to El-Elf's personal handheld computer as targets that had to be eliminated. For instance, Federal personnel planted within Zeon. From their actions, El-Elf had uncovered quite a few spies who had been hidden within Zeon all along, unknown to anyone. He even suspected that behind those spies and dispatched operatives, the Federation had deeper contingencies concealed in the shadows.
Those contingencies normally carried out no special missions and were no different from ordinary Zeon citizens. If their identities were those of New Zeon soldiers, they would even obey all of Char's orders, including killing their Federal comrades. Yet they only needed to be activated under special circumstances and send one crucial piece of intelligence to the Federation to complete their mission. Even if every one of them could only be used once, the Federation's objective would still be achieved. Because of this, before they made a move, trying to find perhaps only a handful of them among countless Zeon citizens was practically impossible.
But El-Elf was not worried about those contingencies. To him, there seemed to be nothing worth worrying about at all. Before absolute power, no matter what the Federation and those maggots lurking in the shadows were planning, they would only become the prelude to this world's transformation.
