Cagalli's immaturity, childishness, and naivety left Kira helpless, but he was hardly angry with her. That was why he said that if Cagalli could not understand what Lacus had told her, he would rather she never return to Orb.
Upon hearing Kira's words, Lacus nodded in agreement. Given Cagalli's current state of mind, it really would be better for her not to return to Orb unless she corrected herself. Moreover, Lacus herself wanted to know what Xiao Ran truly thought, and what his views were on the current state of the world. Deep down, she also felt that Durandal might be plotting something, especially after she had been assassinated and learned that someone else using her identity and appearance was active in PLANT.
Lacus did not believe Xiao Ran was unaware that the Lacus active in PLANT was fake. Yet under such circumstances, he was still willing to maintain extensive contact with Durandal. There had to be a reason behind it. Lacus trusted even less that Xiao Ran and Durandal were on the same side, so what
