Through the network, Xiao Ran learned as much as possible about everything that had happened after he left this world, gaining a basic understanding of the time he had been gone. He remained quite indifferent toward the so-called terrorist attacks occurring around the world and did not think there was anything wrong with Ribbons causing such events under his direction. In a sense, both he and Ribbons were the sort who would stop at nothing to achieve their goals.
Back when Xiao Ran had been in this world, in order to fulfill the requirements of Main Mission Three, he had given Wang Liu Mei and Laguna, one of Celestial Being's greatest sponsors at the time, an order: no matter what means they used—assassination, threats, bribery, recruitment—they had to make more nations join the Earth Federation within a month. During those four years, Rebel Armies and anti-Federation forces had sprung up everywhere. So if Xiao Ran wanted to achieve it, simply winning people over with virtue would likely be too slow. He would inevitably have to do the same things as Ribbons, perhaps even more brutal things.
As for the latter, it depended on how the mission recipient
