After advancing to A-Class Pilot, it would take a full fifty million Merit Points to raise all five attributes to their maximum. Never mind whether Xiao Ran could even afford to use that many Merit Points on his own attributes—if he actually did, it would be an incredibly wasteful and extravagant thing to do.
Not even Xiao Ran would do that. None of the leaders of Prometheus's major legions would do it either.
