Article 4: Law Enforcement Authority
Investigative Authority: The Black Ops Division had the authority to investigate superhumans and related organizations suspected of illegal or noncompliant activities, including questioning those involved, collecting evidence, inspecting sites, and so on.
Those under investigation were obligated to cooperate with the Black Ops Division's investigative work.
Arrest Authority: The Black Ops Division had the authority to arrest superhumans who violated this Act or other laws and regulations.
Arrest operations were to follow legally prescribed procedures and safeguard the lawful rights and interests of those arrested.
Use of Force: During missions, should superhumans offer violent resistance or should other emergencies arise, Black Ops Division agents had the authority to use necessary force to ensure the smooth execution of law enforcement operations and public safety.
Article 5: Judicial Authority
Exclusive Jurisdiction: Criminal cases involving superhumans were to be tried by specialized courts established by the Black Ops Division.
Other judicial bodies had no authority to accept such cases unless approved by the Black Ops Division or transferred through legally prescribed procedures.
Trial Procedures: The Black Ops Division Court's trial procedures were to follow the principles of fairness, impartiality, and openness, safeguarding the lawful rights and interests of defendants.
Defendants had the right to retain lawyers for their defense, as well as the right to make statements and plead their case.
Enforcement of Judgments: Judgments issued by the Black Ops Division Court had legal force, and relevant departments were
