The Nine-Faced Dragon God was a thoroughly Neutral Existence!
He basically never took the initiative to interfere with the development of anything.

Whenever Dragon Creatures stirred up some major trouble, he would show his face at a critical moment, proving he was not dead yet while casually mediating a few unnecessary disputes.
Beyond that.
The Nine-Faced Dragon God spent his entire existence lying dead.
He could go thousands of years without so much as a peep.
Even the Dragon Frenzy Maze of old had failed to draw him out.
It was both helplessly frustrating and utterly speechless.
Even the Elf Gods and Elf race, who regarded Dragon Gods and dragons as mortal enemies, were deeply bewildered by him, wholly unable to understand what he was trying to do.
