Perpetua.
The creator of the Multiverse (DC).
First of all.
She came from a far more distant time and space.
How distant, exactly?
That was not important.
To Orsaga, it was merely some urban-rural fringe...
In short, she and her companions bore the crucial responsibility of continuously creating Multiverses (DC) to fill the boundless Void!
And this wage slave, Perpetua, had three assistants under her command besides herself.
They were three offspring she had created by mixing her own power with power borrowed from some region.
Monitor!
Anti-Monitor!
World Forger!
They were respectively responsible for managing the operation of the Multiverse (DC), overseeing security outside the Multiverse (DC), and maintaining and replenishing damaged universes.
In short.
It all sounded quite grand and lofty.
But in Orsaga's eyes, these fellows were merely a small construction crew that did odd jobs...
Whenever a Multiverse (DC) they created was officially completed and possessed a fully developed internal system.
Inspectors would come from distant time and space to examine it and conduct the final acceptance inspection.
Once a Multiverse (DC) was found to have failed quality standards.
Not only would that Multiverse (DC) be destroyed as a defective product, their little construction crew would also face all manner of punishment!!
In fact.
It was precisely because of this.
That Perpetua, who felt she truly held no status and was, in every sense, merely a wage slave, secretly began creating bio-weapons on Earth—a place prone to accidents—after the Multiverse (DC) was nearly complete, hiding it from Monitor, Anti-Monitor, and World Forger, in order to prevent her project from going off the rails and to resist the inspectors arriving from afar.
Her intention was to bolster her ranks, command billions upon billions of troops, and cry, "Are kings, lords, generals, and ministers born to their stations?"
