You build a virtual thing like this out here—maybe it doesn't affect Cosmic Civilizations, but isn't this specifically screwing over civilizations on the Great Voyage?

They remembered that the Paper Civilization had once said the Observer Civilization was a civilization that remained neutral in the "Vacuum Zero-Point Energy Non-Proliferation Treaty," and had left behind quite a bit of information in some galaxy. The Paper Civilization had obtained its information from that Unknown Galaxy.

Judging from the information the Paper Civilization had described back then, the Observer Civilization had seemed rather friendly.

Yet this very civilization had actually created a fake galaxy like this in the void. How was that any kind of neutrality? It was outright malicious, clearly meant to use this false star system to create a cosmic labyrinth and kill off the civilizations of the Great Voyage.

Of course, this was ultimately only a guess. It was also possible that the Observer Civilization had not done this on purpose.

After all, judging from the scale of this Virtual Galaxy, it clearly was not something that could be made casually, so it was very possible that the Observer Civilization had created such a thing for some other purpose. It was just that no one knew what that purpose was yet.

A little thought made it obvious that if a Level Seven Civilization wanted to strangle future Level Six Civilizations in the cradle, there was no need to wait until they set foot on The Great Voyage Road before making a move.
