Many civilizations did not know the Silver Heart Civilization's plan, so the Blue Sea Civilization's situation made them feel their choice had been utterly correct.
And as the Silver Heart Civilization probed further, more specific details about the Blue Sea Civilization were presented to the member civilizations under the organization.
They discovered that the Blue Sea Civilization's fleet actually still had a certain scale. Logically, after so many years, the Blue Sea Civilization, which had still not completed its advancement, should have had almost no resources left.
Now that they had not yet reached the end of their rope, there was only one explanation: during its development, the Blue Sea Civilization had annexed the civilizations that had gone with them and turned them into its own fuel. Otherwise, there was no reason they could have held on for so long.
