From the matter of building a flagship, the Four-Armed Snake Civilization and the civilizations under it could roughly guess that this String Plucker, and even the other three civilizations, were likely newly ascended Cosmic Civilizations. Otherwise, there would have been no need to manufacture a flagship.
Perhaps because they discovered that the String Plucker also tacitly allowed their act of watching, and the other three civilizations also showed considerable goodwill, the courage of the Four-Armed Snake Civilization grew quite a bit.
So, taking advantage of this good atmosphere, the high-level leadership of the Four-Armed Snake Civilization sent an inquiry to the Silver Heart Civilization, which was willing to communicate with them.
The Silver Heart Civilization did not conceal anything either. Not only did they tell them the truth about ascending to a Cosmic Civilization in a great void, they also explicitly told them that the Boötes Void could not be entered.
