Humanity had long prepared various procedures and contingency plans for first contact between two civilizations. After all, humanity had encountered quite a few Alien Civilizations. But this was the first time humanity had received a signal in this form.

Before reaching the Level 4 Civilization stage, all signals had been Electromagnetic Waves, something humanity knew very well.

For initial contact between civilizations to reach the point where both sides could understand each other's meaning, a long time was required. Experience alone could not speed it up much. In fact, contact between different civilizations required a lengthy period of mutual understanding to decipher the other side's meaning, and both parties had to be willing to reveal information about their languages.

After all, the two civilizations might not even both be carbon-based Sentient Life. Their perspectives on the universe could differ, and their linguistic logic could be worlds apart.

So humanity's experience with Alien Civilizations did not mean it could easily understand an Unknown Civilization's signals.
