The Star Sea Grand Alliance had not been wiped out by a single defeat. Completely destroying a Cosmic Civilization was exceedingly difficult; as long as even a spark remained, a civilization could rise to glory once more.
Of course, it also needed a sufficient population base. Otherwise, not only would it fail to recover, it would gradually wither away until its technology regressed and it was buried by the universe along with time itself.
Many of the civilizations that had participated in that Level Six Civilization war had been destroyed this way.
Others had only just recovered their bearings when they unfortunately encountered Electron Warships searching for them everywhere, and were wiped out along with the Small Universe they inhabited.

Strictly speaking, this place did not belong to normal Three-Dimensional Space in Great Universe Space. Naturally, it was still within the universe, but conventional methods found it difficult to locate. Such places were Small Universes that only Level Six Civilizations could create, sanctuaries where the many Level Six Civilizations in the Milky Way Galaxy hid from the Harvesters' sight.
"The Star River will need another three thousand years to complete its repairs. Recently, several of our Small Universes have been discovered by the Harvesters. Electron Warships are searching the entire Galaxy for Small Universes. Even newly created Small Universes are no longer safe. The situation does not look good."
