World Military Draft.
They would issue recruitment orders across the world, leaving the positions of Navy Admirals open as bait and calling upon unaffiliated individuals willing to devote themselves to justice and strong enough to do so to join the Navy.
After hearing Garen's explanation, Issho was still somewhat confused:
"What does this have to do with us?"

Issho still had not quite caught up. He was not used to Garen's way of thinking:
"Didn't you just say that the World Government was the greatest enemy?"
