Wizards drew their power from the mind. When every emotion, every ounce of will, every desire, and everything else within them became a force capable of moving the world, their magic also made those things inside them grow ever more extreme.
That was why the Wizarding World had never been short of ambitious people.
No one liked having every aspect of their life under someone else's control, with their future and career prospects and everything else depending on another person's mood. It was terrifying.
Lockhart was undoubtedly an exceptionally clever man. When he realized that the thousand or so Young Wizards who had been selected represented the very best of the Wizarding World's next generation, he keenly sensed the tournament's significance for the times.
So, under the name of the Top 100 Tournament Organizing Committee, he joined forces with Hogwarts School of Witchcraft and Wizardry, Cabin, the Ministry of Magic, the Abbott family, the Malfoy family, and every other partner he could find to prepare a "Top 100 Tournament Gazette."
Running this newspaper meant a great deal to Lockhart. Its biggest difference from Hogwarts Weekly was that he wouldn't need Dumbledore's approval to keep his job as editor.
Later, as Lockhart watched the list of partners grow and the funding and resources pour in, his ambitions swelled. He boldly renamed the publication the Wizard Tournament Gazette!
Fate could be wonderfully strange. One moment, Lockhart was the editor of a school paper at some European school. Then he seized the opportunity to host the Top 100 Tournament and became the editor of an international newspaper with clients all over the world.
He even had subordinates now: the Young Reporters he had diligently taught at the school paper.
