Ninjutsu of every attribute, secret techniques, barrier techniques—eight or nine out of ten techniques in the Shinobi World could be found here.

Whether Naruto and Sasuke were learning the Rasengan or Chidori, they had someone teaching them hand in hand.

For ordinary ninja in the village, there were generally only three ways to learn ninjutsu.

The first was to exchange merits earned in the village for it, which also served as an incentive policy.

The second was to spend money buying it from the village. Ninjutsu of lower rank all had clearly marked prices.

The third was to find someone to teach you, though whether you could find a suitable teacher was another matter.

As everyone knew, many people in the Shinobi World had never gone to school. Even if someone had a signature ninjutsu, that did not mean you would be able to learn it.

Naruto could teach it casually and Konohamaru could casually learn the Rasengan only because Konohamaru was a genius.

If it were anyone else, they might never learn the Rasengan in their lifetime.
