The souls in the Eighteenfold Hell were all being punished.

But there were also plenty like You Kui, serving as ghostly wardens.

Jiang Fu nodded. "And the Underworld is incomplete. When ordinary beings die, they're gone for good. They can't come here... Only when deities fall do they have a chance to retain their souls and become ghosts."

Shi Jiu said, "No wonder Grandfather and Grandmother said they came back from a void, not from this Underworld..."

the Eighteenfold Hell had been placed here to make the Underworld whole.

Because it existed here,

the Underworld's rules and laws could function normally.

Of course,

one Hell could not support the entire Underworld.

The Eighteenfold Hell was not the only one of its kind

in the Underworld.

Jiang Fu frowned. "So they created the Hell Sequence and built Hells to stabilize the Underworld?"
