Geography & Layout
Three Rivers City stands on high, solid riverbank terrain at the meeting point of three rivers. Its location avoids much of the seasonal damage caused by floating river ice, while the nearby Conqueror Mountains help stabilize the surrounding geology and river channel 379.
- The Quiet River links the territories of the three Grand Dukes with the Crown Territory, making the city a major inland trade stop 32.
- The western outskirts consist of broad plains, farmland, monastery estates, and road approaches vulnerable to raiding forces 168 181.
- Two woodland paths connect the city to the River Marsh Territory through the forests southwest of the city 151.
- Its docks, city walls, gates, granaries, and City Hall are the principal strategic points within the city 195.
Government & Society
Under the Marsh Duke, Three Rivers City was a large Autonomous City that retained internal self-government in return for an annual city tax. Anyone residing in the city for one full year could gain citizenship regardless of previous status, making it a major destination for runaway serfs 36.
The city nevertheless excluded people it considered economically unproductive. It welcomed skilled craftsmen, wealthy merchants, attractive young women, and spendthrift mercenaries or Horse Bandits, while the Militia regularly expelled unemployed and penniless residents 36.
City Council
The pre-occupation City Council had twenty members and elected the mayor for two-year terms. The mayor controlled tax policy, diplomacy, and the City Defense Militia, combining civil and military authority 148.
Under Lynn's rule:
- Leon was appointed mayor after the occupation 200.
- The Handicraft Guild Council was established to regulate product quality, specifications, and prices across the city's trades 200.
- Handicraft guild representation on the City Council was doubled to eight seats, reducing the merchants' former dominance 201.
- Lynn claimed authority over the appointment and dismissal of key Militia personnel 201.
- The western outskirts were separated from the autonomous city and incorporated directly into White River Territory 199 201.
Economy
Three Rivers City prospered by controlling trade between the agricultural White River Basin and the iron-producing Mirror Iron Territory. It resold goods, processed commodities, and profited from the imbalance between rural raw materials and urban handicrafts 153.
Before Lynn's rise, the city's charter gave its merchants compulsory priority purchasing rights over White River Basin goods. Grain, timber, furs, and honey could only be sold to city merchants, while rural territories were effectively forced to buy cloth, wine, ironware, luxury goods, and warhorses through the city 152.
Major Industries
- Trade and shipping — The city sits on the Northern Kingdom's most important river route and maintains merchant vessels capable of serving as armed ships or river raiders 32 361.
- Handicrafts — Its guilds include skilled smiths, casters, leatherworkers, and other craftsmen, several of whom possess exceptional talent 201.
- Foundry work — The Foundry Guild produced bronze mortar cannons for Lynn before its core craftsmen were transferred to Red Creek County for security and industrial expansion 343.
- Salted fish — Salt from White River County enabled a growing preserved-fish trade that drew thousands of fishermen and their families into the city 360.
- River commerce — After the occupation, the city remained dependent on White River Territory's grain, raw materials, and markets despite increased tariffs 226.
Military & Fleet
Before its occupation, Three Rivers City had roughly 300 professional militiamen responsible for city defense, dock security, and public order. Its small force was unable to defend the western road exits against Lao San Yang's larger raiding force 168.
- The City Defense Militia is commanded by Kuno, who retained his post after defecting to Lynn 195.
- The city can supplement its Militia with armed citizens; later defensive planning estimated roughly 1,500 available defenders within the city 301.
- Its merchant ships can be armed for warfare, blockades, piracy, or naval transport 361.

History
Marsh Duke Era
For more than a century, Three Rivers City maintained its autonomous status under successive Marsh Dukes. The city paid tribute while serving as the duke's commercial hub and a crucial route for movement between the western territories and the Crown Territory 184 180.
Mayor Jurgen cultivated close ties with the Marsh Duke, while the City Council profited from the city's trade privileges and taxation. The council officially paid 1,000 Northern Gold Shields in annual tribute, but additional wartime taxes were partially embezzled by council members 152.
Conflict with White River Territory
After Lynn unified the White River Basin, Three Rivers City threatened to blockade the White River and cut off all goods entering or leaving his territory 152. Lynn responded with a trade embargo, stopped the export of grain and raw materials, and used raids against the western outskirts to destroy the city's agricultural base 153 163 181.
The city attempted naval attacks and a blockade, but Lynn's river-spanning iron chains and shore fortifications prevented it from breaking into White River Territory 161 162. Food shortages, rising prices, refugee unrest, and conflict between the Council, guilds, Militia, and church steadily weakened the city from within 109 170 184.
Occupation
Lynn's forces occupied Three Rivers City before dawn after more than three months of economic and political preparation. Lao San Yang led 300 soldiers into the city by ship, while Leon, Marcel, Kuno, and sympathetic guild members coordinated the seizure of the docks, gates, walls, granaries, City Hall, and other key buildings 195.
Kuno defected to Lynn's side with the Militia, preventing an organized defense. Mayor Jurgen attempted to flee but was intercepted by Leon, while fifteen councilors who had not supported Lynn were arrested 195 199.
The occupation forces promised the citizens food and continued autonomy:
“The White River Earl is here, and there will be food! The White River Earl is here, and the city will remain autonomous!” 195
Integration Under Lynn
After taking the city, Lynn preserved its autonomous status but dismantled its former political balance. He appointed Leon mayor, elevated the handicraft guilds, curtailed merchant influence, and took direct control of the western suburbs 199 200 201.
Lynn also confiscated monastery lands and wealth in the western outskirts, reduced the church's political power, and retained only churches necessary for religious citizens 195 202 210. The city became a source of skilled labor, military recruits, trade connections, and industrial expertise for White River Territory 199 201.
Later Development
Cheap grain, beer, raw materials, and access to White River Territory's expanding market improved living conditions and increased demand for the city's handicrafts. The city's citizens eventually celebrated Lynn's victories with the song “The Sun of Three Rivers City” 309.
Lynn later considered Three Rivers City as a potential capital because of its central location and transport links. Although Amber Harbor was chosen as the principal royal capital, Three Rivers City was ultimately designated one of three royal capitals of equal status alongside Amber Harbor and Golden Deer City 346 444.
