The Five Elders gave the Navy these instructions:
Persuade Crocodile to join the Shichibukai.
As for Sammy, the World Government's response was the same:
"Sorry, Miss Sammy, but Crocodile cannot be released yet unless she agrees to join the Shichibukai program.
The World Government cannot allow just anyone to trample on its dignity, unless... they are one of our own."
Sammy was stunned for a moment when she heard CP0's response.
Then, the other party explained the Shichibukai program to her.
Yet even after hearing it all, Sammy was still somewhat puzzled.

Whenever Lord Austin acted in the past, the World Government would yield whenever it could, and if it could not, it would find a way to yield a little more.

But we believe Lord Saint Austin will give the World Government some face in this matter."
Sammy was left speechless.
After all, her confidence in speaking directly with the World Government came from her identity.
She was Austin's spokesperson whenever he traveled the world and had no time to attend to his affairs or forces.
Since they had put it that way, she could only pass the matter along on his behalf.
