After all, most Marines at Marine Headquarters seemed to still have justice in their hearts and would not do things like embezzlement.
The purpose of this restaurant was probably to serve dignitaries visiting Marineford, or people from the World Government. After all, it could stay closed for three years and still live off a single day of business for another three.
