Kosa Town was located in the western part of Bohemia Province. Its climate was relatively arid, with vegetation consisting mainly of typical grasslands and sandy terrain. Though rainfall was scarce, agricultural development was quite good.

Over the past twenty-plus years, Kosa Town and the surrounding townships had successively built a large number of water conservancy facilities throughout the region, diverting water from the Zambezi River to irrigate the land. More than twenty years earlier, however, this place had still been a paradise for wild animals, its natural scenery no different from that of many parts of Africa.

Under East Africa's transformation, canals of every size had been neatly laid out across Kapolan City like a finely woven spiderweb spread over the earth. Water from the Zambezi River and its tributaries flowed through these channels into the fields, like blood coursing through veins.

At this time, the Kosa Town government was receiving municipal government personnel responsible for spot inspections. Town Mayor Tal guided the Water Conservancy Bureau staff to inspect the Fifth Branch Canal.

Tal said, "To successfully bring river water into the fields, we built seven new pump stations at water sources such as the Fifth Branch Canal. Pumps continuously lift the river water out. Many of these pump stations previously used steam engines as their primary power source, but according to municipal government documents, we are now connecting them to power lines and changing their energy supply method."

The Water Conservancy Bureau staff member looked at the small building standing beside the branch canal and said, "Mayor Tal, you do not mind if we go inside and take a look, do you?"

Tal said, "Of course not. These pump stations were built under the guidance of professionals and fully comply with construction standards.
