As the Second Five-Year Plan was also drawing to a close, coupled with the fact that the first decade of this century was about to end, East Africa's workload in 1909 was far greater than it had been at the conclusion of the First Five-Year Plan.

"After the Second Five-Year Plan ends, our industrial achievements will certainly reach new heights. This is especially true of emerging industries. Thanks to early planning, many of them have now developed remarkably well and become the most outstanding segment of our export industries."

"Industries such as electricity, automobiles, tractors, shipbuilding, railways, petroleum, and chemicals have clearly strengthened their driving effect on our industrial system. These emerging industries are now becoming, or have already become, the world's main industrial categories, replacing some of the industries from the First Industrial Revolution and allowing us to overtake other countries in multiple major industrial sectors."

After twenty or thirty years of development, some emerging industries had already taken shape in East Africa, while also accelerating East Africa's advance toward becoming an industrial powerhouse.

Take railways, for example. Railways had been born during the First Industrial Revolution, so they should have counted as a traditional type of industry. In other countries especially, railways had not yet undergone major changes and remained in the steam age.

But East Africa was different. Following its industrial upgrading, its railways had begun transitioning from the steam age to the internal combustion engine age. Internal combustion power had already become the mainstream of East African railways. This transformation made East African railways an emerging industry rather than an ordinary traditional one. Electrified railways had also appeared in East Africa, and the railway industry was still undergoing transformation.
