Ernst had always been selective when it came to population: better lacking than indiscriminately accepting. This selectiveness was not based on immigrants' abilities, but on the degree of loyalty they might show in the future.

When East Africa had carried out its immigration programs, Germany's economy had yet to develop, and the people of the Far East Empire had been living in dire poverty. The immigrants who chose East Africa at the time were basically poor folk, the kind most easily swayed and won over.

At the same time, East Africa had actively promoted policies of population integration, truly turning every ethnicity apart from Black people into one united family in East Africa, doing so more thoroughly than any other immigrant nation.

In truth, this had completely transformed the East African people of today. Though they still flew the banner of Germany, the reason they won recognition in the wider world was that East Africa had now developed. If East Africa had failed to develop, Germany and Austria would certainly have kicked it out of the "German family."

Just as Rhodes and Paul were in the office pondering how to further expand the company's business, deafening cannon fire erupted from the Río de la Plata outside Buenos Aires.

Rhodes's train of thought was interrupted. Somewhat irritated, he said, "Damn it, what's happening outside?"

Paul looked out the window toward the Port of Buenos Aires and saw a vast fleet anchored across the broad waters of the Río de la Plata. Understanding dawned on him.

He said to Rhodes, "It's the East Africans! This commotion must have something to do with East Africa."
