However, East Africa's growth rate was already considered very rapid. After entering the twentieth century, East Africa's annual urbanization progress surpassed that of the other great powers. Apart from Japan, every other great power had accumulated industrial strength for nearly a century before reaching its later level.

Take Germany, for instance. Germany began industrializing around the middle of the nineteenth century, but that did not mean it had lacked an industrial foundation beforehand. Even among the great powers, Germany had industrialized relatively late. East Africa's industrialization campaign did not officially begin until the First Five-Year Plan.

Of course, this so-called "industrialization" was certainly not the small-scale sort. It referred to a large-scale industrialization process across the whole of society. After all, buying two machines, hiring a few workers, and registering a factory could also be considered industrial development. If the standards were lowered, East African industrialization could even be traced back to the sisal factories of the colonial era.
