The land along the eastern coast of the Persian Gulf had itself been reconquered by the Ottoman Empire in the previous century. Earlier still, in the seventeenth century, the Ottoman Empire had ruled this place once before, but later, due to the empire's decline, it had been forced to withdraw. It was not until the 1870s that the Ottoman Empire expanded its influence here again.

In other words, before East Africa, the Ottoman Empire had ruled the coastal regions of the eastern Persian Gulf twice.

The Ottomans had originally been a minority locally. Now that the Ottoman Empire army had withdrawn following the signing of the agreement, the tribal forces that had once submitted to the Ottoman Empire had no option of leaving.
