East Africa's approach in agriculture resembled Roosevelt's later planned, large-scale destruction of American agricultural products. Clearly, the New Deal's handling of agricultural overproduction also reflected the characteristics of "compulsory government intervention."

"As the heart of the Empire, our Central Province should not abandon this emerging industry and market. At the same time, by vigorously developing the aviation industry, we can offset our shortcomings in water transport and consolidate Central Province's status as the Empire's core transportation hub."

Central Province lay at the very center of the East African economy, linking north and south while connecting east and west. It was also home to the Empire's administrative center. Therefore, in land transportation construction, it was unquestionably the heart of East Africa, gathering two major national comprehensive railway hubs as well as multiple regional transportation hubs.

But just as Mayor Meisai had said, Central Province had a limited ceiling
