Tete City was a fairly typical riverfront city in East Africa. For a long time, its economic center had been concentrated on the northern bank, mainly due to the distribution of its resources. However, the southern bank was equally important to Tete City.

The site of Tete City's new port was on its southern bank, and the Tete City Shipyard would also be established within the southern port district, mainly because the southern bank had better water-depth conditions.

All in all, Tete City could be said to be one of East Africa's biggest winners. Seizing this opportunity, its transportation and infrastructure had been completely reshaped, while its construction standards had risen dramatically.

The reason it was only one of the biggest winners was because Xindai City, downstream at the Zambezi River estuary, also had to be considered. As for which of the two would emerge as the final winner, that would depend on how well they grasped their opportunities. The answer would only become clear more than a decade later.

As the end of 1934 drew ever nearer, East Africa began its settlement and statistical review ahead of schedule this year, under Ernst's particular insistence.

In Rhine City.

Ernst said to Crown Prince Friedrich, "The international situation is growing increasingly tense. Therefore, to deal with the changes that await the world, we must take stock of East Africa's assets in advance, so that East Africa can seize the initiative amid future international upheavals."

The current international situation could be summed up in one phrase: "steadily deteriorating." Contradictions and conflicts between nations were rapidly accumulating.

Europe in particular was nothing less than a powder keg. The Soviet Union, Germany, and other European nations were all adding more gunpowder to that keg.

The Soviet Union was actively developing its defense industry.
