Governor Staveren's decision was downright "humorous." Previously, he had regarded East Africa as the Dutch East Indies' greatest enemy, yet now it had become their lifeline.
Governor Staveren then explained the reasons behind his choice.
"The Japanese probably would not dare offend East Africa. So if the situation in the Dutch East Indies colony continues to deteriorate, we can seek East Africa's protection."
The "protection" Governor Staveren spoke of had two meanings. First, he hoped to use East Africa to make Japan withdraw, though that possibility was extremely slim. Second, it concerned guarantees for their personal safety, and East Africa would most likely not refuse that.
Regarding the first point, Governor Staveren hoped East Africa could mediate the current war between the Netherlands and Japan. This was, in itself, a common practice when small countries in the international community were invaded by great powers.
The Netherlands itself was like a clay Buddha crossing a river, unable even to save itself. Since they could not rely on the homeland, they could only seek foreign aid.
In theory, Britain and France were the best choices. After all, the Netherlands was now effectively allied with both countries, and Britain and France still had influence in the South Seas.
