At the beginning of the education reforms, New Frankfurt City had been nearly knocked senseless by the Central Government's lavish promises. As a relatively young East African city, New Frankfurt City had not even possessed a single university before. Now, four had been added at once, and Logens, as mayor, was tremendously excited.

The reason it was four was that the fifth, the New Frankfurt City Institute of Automotive Repair, did not fall within the scope of higher education. However, its appearance on the list at least showed that it was a key school of the same type as the Mbeya City School of Electrical Technology.

"Over the past few years, New Frankfurt City has developed at no slow pace, but in education, we have lagged far behind cities of the same rank.
