He simply could not imagine how Tenten could have learned the Flying Thunder God without Hiruzen Sarutobi's permission. And she appeared highly proficient with it, dashing and blinking through space while carrying Rock Lee. That was not something an ordinary ninja could accomplish.
At that level, only its original inventor, the Second Hokage Tobirama Senju, and the Fourth Hokage Minato Namikaze had ever managed it. Now, in all of Konoha, only Tenten could do it. She was the sole remaining Flying Thunder God practitioner.
"No." Hiruzen Sarutobi puffed his pipe more frequently. Faced with Homura Mitokado and Koharu Utatane's questions, he finally lowered it and exhaled a troubled cloud of smoke. "Neji Hyuga taught her."
Without needing confirmation, Hiruzen Sarutobi concluded that the Flying Thunder God and Skywalking Technique were Neji Hyuga's work.
Though he did not know how Neji Hyuga had accomplished it.
But... if anyone could have done it, it could only have been Neji Hyuga.
