The Grand Minister was an Angel who served by Zeno's side, and every member of the Angels was descended from him.
His true strength surpassed Beerus's. As an Angel of the Divine Realm, he served Beerus and was both Beerus's master and attendant.
The Angels had their own special mission and position.
As true gods, the Angels possessed speed and abilities that other beings could hardly hope to match. They never slept, could live freely in a vacuum, and moved far faster than light—the fastest beings in the universe.
They were not only the Destroyer Gods' instructors, Guardians, and attendants, but also possessed a wide range of abilities. For example, they could turn back time, though only by three minutes. They could heal injuries and even bring the dead back to life. At the end of the original Tournament of Power, Whis had merely waved his staff, and the halo above Frieza's head vanished. The Cosmic Emperor had easily returned to life.
In terms of sheer power, Whis was stronger than a Destroyer God.
If a Destroyer God's strength was ten, then Whis's was fifteen—enough to utterly crush a Destroyer God.
However, the Angels had unique duties and never participated in any battles within the universe. They merely served the Destroyer Gods, often acting as all-purpose aides at their side.
