The reason was that Tsukishiro himself had had his arm broken by Ayanokouji. He had confirmed Ayanokouji's combat ability, yet still tacitly allowed Housen, whom he considered inferior to them all, to take violent action.
And that meant Mr. Tsukishiro had been going easy on him.
Mr. Tsukishiro had already accepted that Housen would fail, yet he still did not stop him.
He had allowed Housen to fail.
From this perspective... not only Housen, but even the White Room Chief might have been treated as a disposable pawn by Principal Tsukishiro.

He had her suggest that Yagami and Kiyotaka Ayanokouji form a pair.
"Have Yagami team up with Ayanokouji?" Kushida was somewhat surprised. "Weren't we supposed to target Ichika Amasawa? Why has it changed to Yagami?"
"Wait, Yagami... he wants to falsely accuse me. Could Amasawa, that awful junior, have told him?" Kushida quickly said.
"..." Oreki was speechless.
After waiting in the room for more than twenty minutes, Little Kushida, that was the conclusion you reached?
Unfortunately.
Kushida's reasoning was correct, but her conclusion was wrong.
Yagami had probably looked through her file and shared her dark history with, or told it to, Amasawa.
Oreki had originally wondered whether Ichika Amasawa had also seen Kushida's file.
But now, since Mr. Tsukishiro had chosen to treat Yagami as a disposable pawn, there was clearly a difference in how Tsukishiro treated ordinary White Room Students and Yagami.
In other words.
He had not given Amasawa the standard support Yagami received.
Amasawa
