The United States, Britain, and the Island Nation, including Germany itself, were all frantically expanding their armaments. This made international relations increasingly tense, and countries were pouring ever more resources into their militaries for their own security. If this continued, the finances of every country would eventually be unable to bear the burden. Even though Germany had gained enormous benefits from the war and possessed the world's largest colonies, excessive military spending would likewise have a major impact on Germany's development.

This led Oscar to consider whether there was another way to cool down the current arms race. That would benefit every country. Oscar also feared that if the military strength of the various nations grew even more formidable, Germany would likely have to pay an even greater price to defeat them and win the next great war.

If we could hold a Washington Conference like in that other time and place, restricting the naval tonnage of every country, that would be ideal. Though it would surely be violated in the end, it could at least buy us a few years. Oscar thought to himself.

However, Oscar also knew that achieving such a goal in this time and place would probably be extremely difficult. After all, Germany now possessed the world's most powerful military force. If Germany wanted to safeguard its Hegemonic Status, it had to maintain an absolute advantage over the United States, Britain, and the Island Nation. The Americans, British, and Islanders certainly would not agree. In that case, such an Arms Control Conference could not possibly proceed.

"Whether it works or not, we have to make an effort. At the very least, we can show the whole world the efforts the Empire has made for peace and improve the Empire's image." Oscar made his decision.
