Naval Base Norfolk was the largest naval base in the United States. Especially after the United States, seeking to strengthen its naval power and contest Germany for command of the Atlantic Ocean, further expanded Naval Base Norfolk, it had become the home port of the American Navy's Atlantic Fleet. Previously, nearly all of the American Navy's Capital Ships had been berthed there.

Even so, Naval Base Norfolk still held tremendous value as a target. Its docks, oil depots, ammunition depots, and various living facilities were all complete. The US government had spent an enormous sum building this naval base. If it were destroyed, the Americans would have no choice but to pour vast funds into rebuilding it once more.

After all, destruction was far easier than construction, and the price paid was far lower.

After successively destroying Boston, New York, and Baltimore, the German Navy Combined Fleet set its sights on Naval Base Norfolk.

Within Naval Base Norfolk, Major General Pratt, the base Commander, was inspecting the base's defenses. Large numbers of anti-aircraft troops were moving into the base. Baltimore's destruction by German Navy carrier-based aircraft had sounded an alarm throughout the United States. As the largest naval base in the United States, the American Navy's senior command believed it was highly likely to become a German target as well. Therefore, Minister Daniels and General Benson had specially borrowed an anti-aircraft unit from the army to protect the base from attacks by German carrier-based aircraft.
