President Roosevelt and the Cabinet Ministers discussed the matter for half the day, yet failed to come up with any practical solution. That made him realize that the road ahead would be even more difficult.
Back in his office, President Roosevelt sat in his wheelchair with his eyes closed in deep thought. He pondered what method could break the United States out of its current predicament. If the economic crisis continued, it would inflict even greater harm upon the United States. By then, the gap between the United States and Germany would only grow wider, and they would have no way to continue contending with Germany.
God! What should I do? The United States is already nearing the brink of life and death! President Roosevelt thought to himself.
After a while, President Roosevelt seemed to think of something. He suddenly opened his eyes.
"Someone, go and bring Mr. Hopkins here," President Roosevelt ordered.
Hopkins was President Roosevelt's adviser. Many of his policies had been formulated through discussions with Hopkins. At least for now, those policies had proven quite effective, making President Roosevelt trust Hopkins even more.

President Roosevelt then explained the problems currently facing the United States to Hopkins and asked him how they should be resolved.
"Mr. President, the current situation is indeed extremely unfavorable to the United States. We have suffered a crushing blow in the economic crisis, and many countries have been affected by it as well. Yet the Germans have escaped unscathed by relying on the European market and the world's largest colonial market. This has allowed Germany to grow ever stronger. If we wish to catch up with Germany, or even defeat Germany in the future, that would undoubtedly be exceedingly difficult," Hopkins said. He
