President Roosevelt was listening to a report from William Joseph Donovan, director of the US Intelligence Coordination Agency, the predecessor of the CIA.
"Mr. President, the island nation's ambassador to Germany had a two-hour meeting on the morning of October 18. The two met again on the afternoon of the 19th. Through our efforts, we have basically determined the content of their meetings. The Island Nation intends to join the Germany-led Allied Powers in the war!" William Joseph Donovan said.
President Roosevelt's expression immediately turned extremely grim. The Island Nation had, after all, been built up by the United States with its own hands. All along, the US government had regarded the Island Nation as nothing more than a dog it had raised. They were the masters, able to send the Island Nation to bite whoever they wished at any time. But now, this dog harbored thoughts of betrayal. For the US government, that was utterly unacceptable.
"Can we determine whether the Island Nation government has already joined the Allied Powers?" President Roosevelt asked.
"Mr. President, there is no information on that for the time being," William Joseph Donovan said.
President Roosevelt nodded. "Director, I require the Intelligence Coordination Agency to continue monitoring intelligence in this regard and find a way to determine the Island Nation government's decision. If the Island Nation truly intends to join the Allied Powers, we must know in advance. Only then will we avoid being caught off guard!"
"Yes, Mr. President," William Joseph Donovan replied.
