For supervision, the Dao Supervisory Department was established, ranked Subordinate Second Rank. It was responsible for supervising officials of the same rank, as well as public affairs, major cases, official investigations, and more in the major provinces under its jurisdiction. It was nominally attached beneath the Demon Suppression Division, with the Demon Suppression Division assigning personnel to its posts.

The authority to mobilize troops across Dao regions was returned to the central government.

To prevent the three sides from passing the buck and squabbling with one another, in the absence of foreign invasion, the Governor commanded all three powers and served as the top authority at the Dao Level.
