A level 15 stronghold could accommodate four Chief-level leaders: one commanding an army-level organization and three commanding regiment-level organizations, along with battalion-level units led by eight Heroes.

The only ones he could truly use were Dimi, Jamie, and Shadow Wraith.
And Shadow Wraith was clearly meant to manage Gu Xi's Flying Troops, so it was not suitable to station it in this Half a City.
That left even fewer available hands.
With so few leaders, he could not even fill one level 15 stronghold, much less the three level 15 strongholds here. The remaining strongholds above level 7 could each also be assigned a leader.
