Mr. Hanged Man, I have already found Baelen in the East Borough, and through certain means, I have obtained the intelligence you needed.
Baelen came to Backlund from Bayam in the Roserst Archipelago, and his purpose was to take over the business of the dead human trafficker Capim, to continue kidnapping and capturing homeless people and paupers in the East Borough for certain people, and sending them out of Backlund into the hands of unknown buyers. Most of them were taken overseas, but some special ones were kept near Backlund, reportedly to the northwest, by the Tussock River.
During the interrogation, a Sequence 6 Judge came to rescue him, but failed. According to my spirit channeling of him, they are employed by several mysterious people wearing golden masks, and among them there is even a demigod of the Arbiter pathway. These characteristics overlap with the military and royal family of the Loen Kingdom, but further clues are lacking.
During the battle, I killed Baelen and that Judge, which has very likely alerted these people. If you do not object, I will report this matter to Backlund's official Beyonders as soon as possible.
