Bright had been deeply shocked when he learned of the project.
Only then did Bright understand why the World Government had formed the organization known as the Shichibukai.
Dealing with the increasingly chaotic state of the world since the beginning of the Great Pirate Era, as well as the countless pirates at sea, had only been a secondary goal.
The true primary objective had been the Seraphim Project.
The Pacifistas that had appeared in the original story were merely subsidiary products of this project.
Or rather, making the Pacifistas resemble Kuma had only been an initial experiment.
The government's ultimate goal was to recreate famous powerhouses of the seas at the level of their Lineage Factors—the Shichibukai.
The resulting replicas would possess talents equal to those of their originals. For example, a replica of Hawk Eyes would possess swordsmanship equal to Hawk Eyes himself.
Beyond that, Vegapunk would even add further talents and abilities to these test subjects, such as the Lunarian Tribe lineage extracted long ago from King of Calamity of the Beasts Pirates.
Even more astonishingly, Vegapunk could replicate Devil Fruits!
With some effort, it was not impossible to give the Seraphim replicas the same Devil Fruit abilities as their originals.
They could even evolve through learning.
Every completed Seraphim should possess enough power to easily suppress an entire nation, absolutely no weaker than the Shichibukai they were based on—and perhaps even stronger.
Of course, that was the ideal scenario. The experiment had only just moved beyond the design stage and reached the point where preliminary testing could formally begin.
It was still far from truly mass-producing Seraphim with Shichibukai-level strength.
But now, the government would probably never be able to continue
