"Teacher Minato, to be honest, I don't know what to do either."
Hearing Minato Namikaze's question, Chiba sighed and answered truthfully.
He had only just improvised to dispel Minato Namikaze's suspicions. How could he possibly have had time to think of a solution now?
Besides, martial law was beginning to lose momentum. This was never an easy problem to solve. There were only two options: one was to keep persevering until the entire lockdown collapsed; the other was to order it lifted immediately.
Other than those two methods, Chiba could not think of anything else.
And Chiba believed Minato Namikaze knew those two methods as well.
Minato Namikaze was clearly asking about an option beyond those two. After all, if Konoha lifted martial law now, enemy village spies lurking outside might seize the opportunity to infiltrate.
This martial law had originally been a last resort, an extreme measure that could not be sustained for long. How could a new solution be so easily found?
"Is that so?"
Minato Namikaze could only sigh at that. This matter had never been easy, and he knew just how difficult it was.
To be honest, though, he was currently filled entirely with relief. His earlier question had merely been casual; he had not truly expected Chiba to immediately offer a viable solution. It was simply an attempt to make conversation.
And to use that conversation to conceal his relief.
"Mm. I can't think of any good solution right now either. Is the interrogation of those spies going smoothly?"
Hearing Minato Namikaze's response, Chiba could only ask that.
The only thing he could think of now was forcing the two villages to negotiate peace and form an alliance first, making the other two hesitate. Kirigakure had originally seemed to be taking advantage of the chaos,
