Background / History

The Arbiter identifies itself to Lu Ce during a private reward session after Sin achieves twelve consecutive perfect victories. It states that it represents the entire Game in their conversation and offers Sin a choice between Ascension and a Gambling Agreement with the Gods 597.

It initially presents itself as an existence without human-like thought: a just, impartial servant jointly empowered by the Gods to balance their differing preferences. Each God contributed a small portion of their divine power to its creation, allowing it to preside over Games while remaining outside the Gods' individual factions 694.

As the referee for successive human-God games, the Arbiter becomes increasingly exposed to the Gods' contempt and to Lu Ce's manipulation. It is repeatedly called Lu Ce's “brother,” a provocation that gradually forces it to confront its own emerging emotions, desires, and hostility toward both Lu Ce and the Gods 712 723 751.

Following Sin's victory over Knowledge, the Arbiter gains self-will and partially breaks free of the Game's constraints. It enforces Sin's protected victory ruling despite Knowledge's objections, then engages Knowledge directly when the God attacks it—the first known instance of the Arbiter fighting a God 776 777.

The Arbiter later reaches a cautious cooperation agreement with Sin. It agrees to suppress Sin's internal power after he leaves the Game, while both parties privately recognize that their alliance is built on mutual exploitation rather than trust 785 791.

When the Gods dispatch it against Lu Ce after his ascension, Sin engineers a confrontation with Life. Forced into open conflict, the Arbiter abandons neutrality and begins its rebellion against the Gods, seeking to sever their control over its existence and become the universe's sole God 945 954 956.

The Arbiter originally appears as a small sphere before atomizing into an indistinct humanoid phantom. Its face cannot be seen, its body is unreal, and its outline is blurred beneath an oppressive divine aura 694.

Its exposure to Sin gradually develops its independent will. The Arbiter becomes capable of anger, disgust, fear, resentment, and ambition—emotions it initially claims not to possess. It remains inexperienced in dealing with manipulation, making it vulnerable to Sin's psychological pressure despite its overwhelming authority 712 777 791.

After recognizing that the Gods can collectively reclaim its power and erase it, the Arbiter becomes increasingly desperate and ruthless. Its desire to become the sole God is driven both by ambition and by a need to remove the Gods' control over its life 954 956.
