Background / History
Chiyo Eon belongs to the Chiyo Family, a powerful lineage with inherited secret techniques. Her exceptional spiritual perception and long study of the family’s techniques led to the development of the Fallen Black Pool, an enhanced manifestation of those foundations. Despite her youth, the family treated her as its effective head and future pillar. 216 218
During the Tokyo Battle Royale, Eon entered the conflict despite not being a participant in that particular game. She framed her involvement as a duty to protect Tokyo’s civilians from destructive outsiders. 180 She identified Xie Antong through her disguise, mistook her for Sin’s hidden agent, and initiated a prolonged confrontation driven by suspicion of Xie’s supposed mind-reading. 177 178
Eon attempted to control the wider battle through black water spread across Tokyo, influencing civilians and God-Made Creations to affect the Hunters’ decisions. The effort severely depleted her, eventually forcing her into a defensive state and causing her collapse after a final push. 203 204 206 Her defeat by Sin exposed the gap between them, and she ultimately surrendered after recognizing the extent of his control over the situation. 199 212
Following Tokyo’s fall, Eon assumed responsibility for the Chiyo Family’s response. She ordered its businesses reduced, mobilized the family’s media resources to reveal Tokyo’s condition internationally, and requested foreign aid—despite recognizing that this also completed part of Sin’s broader plan. 218
Eon later apologized to Xie Antong for her part in the Illuminati-linked East Sea Debate and immediately agreed to join Xie’s anti-@@REF_ENTITY_2872498@@ organization, Divine Punishment. 371 She remained a committed member, acting directly on Blank’s orders and attempting to recruit capable players into the organization. 394 395
During the later struggle involving Death, Eon accepted Death’s offer to kill Lu Ce and was turned into its agent. 921 However, when Lu Ce was about to be drawn into Death’s rift, she entered it in his place, asking him to save Xie Antong and not fail her again. 922 She then openly defied Death, fighting it despite understanding that she could not match its power. 923 924

Eon is methodical, cautious, and intensely information-driven. Her normal combat sequence is to probe an opponent, apply pressure, identify weaknesses, estimate their strength, and only then deliver a finishing blow. This precision makes her difficult to surprise, but it also made her patterns predictable to Xie Antong. 178
She has a strong sense of responsibility toward Tokyo and the Chiyo Family. That responsibility can lead her to extreme measures: during the Tokyo Battle Royale, she used black water to influence civilians and manipulate the battlefield despite anticipating public condemnation. 180 204
Eon is prone to overthinking opponents’ motives, particularly when she lacks information.
