As for Captain Marvel Mar-Vell, there was no need to explain things so clearly. His days as a major active character in the comics had not even reached the era of major comic events, and he had died so early that hardly anyone knew him.

But in this current Earth-616 universe, Peter and the others had actually been keeping certain things from Mar-Vell. More precisely, nearly everything related to the Kree Empire.

The preparations for Heavenly Sword were most likely meant to guard against an invasion by the Kree Empire. Even setting aside what Peter knew, based solely on intelligence gathered from places including the Wasteland Universe, S.H.I.E.L.D. and the Avengers had always been wary of a possible Kree invasion, just as they were guarding against a possible Secret Invasion.

Heavenly Sword had most likely been established to fight a potential Kree fleet, and many of Kang's warships had been retained. It was simply that this had not happened yet, and as Thor had once said, when a civilization prepared large numbers of weapons for interstellar warfare, other civilizations would see it as being ready for war. So Earth had always been making preparations in secret.

Of course, there were other practical factors as well, but those were not important.

So, what reason would the Kree have to invade Earth in this universe? First, it would not be a surprise attack aimed at killing Skrulls. Earth lay at the end of a galactic spiral arm, a place that was actually very far from both empires. Second would be a Secret Invasion. If the Skrulls attacked Earth first, then the Kree might come here.

Therefore, even though Mar-Vell found it ridiculous, Fury still insisted that he design a device capable of detecting Skrull genes, to prevent a Skrull Secret Invasion.
