Captain had been so cautious about taking action because, when all was said and done, Atlantis was dealing with an internal matter: a warlord had launched a coup within Atlantis, with Loki's support. From that perspective, the Avengers had no way to intervene.

After all, Captain could not turn this into "the King of Atlantis suppresses a domestic rebellion with the Avengers' aid." That would become a political issue. So, Captain's plan was to conduct prevention and investigation first, and send Thor—the only directly involved Avengers member—to scout at close range. After all, the Winter Box had been stolen from Asgard.

And once the other side escalated matters, the Avengers could deploy swiftly and respond according to their prior preparations.

Tony, on the other hand, saw things entirely differently. He did not believe Avengers operations in Atlantis were a political issue. Or rather, even if they were, it did not matter. He did not care about that. What Tony needed was a reason for the Avengers to intervene directly, along with solid evidence proving that action was necessary.

Would the Avengers interfere in Atlantis's internal affairs? That wasn't what I was after. Why should I care about any of that?

Peter supported Captain in principle, but if acting early could prevent greater casualties, then he could help Tony.

Then why not just steal the Winter Box outright? As long as we take the thing without anyone noticing, no one in all of Atlantis will be a match for Namor. Then Namor can deal with the rebellion himself. Wouldn't that make everyone happy?
