After more than half an hour of nuclear bombardment came to an end, the site where Hydra Mountain had once stood was nothing but ruins.

Kraken saw many advantages in using nuclear bombs to bombard Hydra Mountain. First, if the Avengers chose to take the blasts head-on, then even if they survived, they would have to expend enormous amounts of stamina and endurance. A greatly weakened Avengers team would be much easier to deal with afterward.

And if the Avengers retreated back to New York, that would be even better. The Norn Stone could not withstand nuclear bombardment. The bombs could directly sever the Avengers' route back, buying Hydra more time to evacuate.
