"And the current leader of Blue Cosmos can't control it?" Murrue was somewhat confused.
"Mm." Inori Yuzuriha nodded. "The holder of the Sybil System's highest authority was Azrael, not Blue Cosmos. After Azrael died, the highest authority holder was deregistered. Currently, the Sybil System itself holds the highest authority."
