During the earlier battle with the Kirigakure Ninja at sea, Tsunade had allied ninja hanging all over her.

This had tied Tsunade's hands and feet. She was afraid that if she moved too forcefully, she might accidentally kill her own comrades. As a result, she had fought with great restraint, every movement cautious and careful.
