Founding and Star Luo City campaign

Lor Diarra established the first Misty Rain Tower by purchasing a conspicuous inn in Star Luo City and replacing its signboard. Two black notices posted inside announced assassination missions against Star Luo Empire officials, rapidly drawing public attention and imperial surveillance. 92

The tower's initial public location was deliberately expendable. Bi Zihan ordered his subordinates to allow Dai Tianfeng to destroy it while they gathered intelligence on the auction house and shifted their campaign toward corrupt nobles, intending to win commoner support while forcing the noble class into opposition. 92

Misty Rain Tower assassinated imperial officials and the heads of four ducal and viscount families, leaving the words “Misty Rain” at the scenes. Dai Tianfeng responded by ordering the tower destroyed and placing Star Luo City under martial law. 97

Reappearance and negotiation

A new Misty Rain Tower appeared in Star Luo City under the cover of an ordinary tavern, again displaying a mission against the Star Luo Imperial Family. Its members operated from the shadows, attacking selected nobles once before withdrawing. 100 101

The campaign purged nearly half of Star Luo City's nobles, particularly those known for oppressing commoners. The pressure eventually led nobles to advocate peace with the tower rather than continue a conflict they could not control. 102 105

Dai Tianfeng personally met Bi Zihan at Misty Rain Tower to negotiate. Bi Zihan demanded a Mimetic Cultivation Ground, branches in every Star Luo city, half the assets of purged nobles, fifty Heavenly Materials and Earthly Treasures, and further cultivation resources. 105

The resulting arrangement made Misty Rain Tower a Guest Elder Force of the Star Luo Imperial Family. Its Titled Douluo became imperial guest elders, while its public Tower Master, Jian Hen, received a dukedom and free access to the imperial palace. 105 116

Expansion within the Star Luo Empire

The royal family provided a large construction site containing a Mimetic Cultivation Ground. Bi Zihan retained control of construction, refusing to let the imperial family build the tower itself because hidden passages could compromise its security. 111
