The base's core control center was on the fourth level, two levels below them.
There was a strong possibility that the personnel were in the control center on the fourth level. When the base had been designed, the control center had been made capable of sealing itself off from the outside during a total lockdown, allowing those inside to wait for rescue.
However, under a Level One lockdown, the entire base was sealed off by sections. Some places could not be accessed through demolition, especially if the internal structure had been damaged. They could only be opened manually, and that was not something manpower alone could solve. Fortunately, the internal lock cylinders of these sealed structures and the major passages had independent enclosed power supplies and were not connected to the main circuit.
